Analyzing the Performance of Examination Boards, Evaluating and Planning Basic Medical Sciences

Background: Examination and evaluation boards in the basic medical sciences constitute a central component of educational governance within the national medical education system. Despite their formal policy-making and supervisory roles, structural and functional challenges limit their effectiveness. This study aimed to conduct a policy analysis of the performance of these boards and propose strategies to strengthen their governance role.
Methods: A mixed-method policy analysis approach was employed. Relevant upstream documents and bylaws were reviewed, followed by two rounds of structured surveys among board secretaries and members. The questionnaire addressed three performance domains: policy-making and planning, supervision and evaluation, and examination management. Data were analyzed using descriptive statistics and thematic analysis.
Results: Major challenges included unclear legal positioning, limited authority, restricted data access, absence of a structured accreditation system, weaknesses in examination standardization, and non-transparent member selection processes. Mean importance scores (out of 5) were 3.51 for policy-making and supervision and 2.89 for examination management. Proposed strategies included redefining legal mandates, developing a national accreditation framework, establishing a secure national question bank, standardizing member selection procedures, and strengthening information infrastructures.
Conclusion: The governance role of basic medical sciences boards requires structural and policy redesign. Clarifying legal authority, strengthening data-driven mechanisms, and enhancing accreditation and assessment standards may substantially improve their effectiveness in educational governance. |
