Transition from Treatment-Based to Health-Based Insurance by Learning from Global Experiences

Clause 4, Issue 73 of the Seventh Development Plan Law, which mandates primary insurance organizations to allocate at least 5% of their annual funds to preventive interventions and health promotion, represents a historic opportunity to transform Iran’s health insurance system. This article seeks to outline strategies for effectively leveraging this opportunity while avoiding the pitfalls observed in global experiences. It examines existing challenges and presents evidence-based solutions. Through a critical review of available documentation, the article emphasizes the importance of relying on direct evidence, considering opportunity costs, and integrating digital innovations alongside behavioral economics. Ultimately, it proposes a framework for the fair and effective implementation of this law.
