Explaining the Halal Food Market Development Policies in Iran: A Back-casting Analysis

Background: Today, the Islamic goods market is recognized as a significant market at the global level. Unfortunately, despite the compilation of the "Iranian Halal Roadmap", there are no development policies in this field. The present study was conducted to explain the development policies of the halal food market in Iran.
Methods: This cross-sectional study was conducted using a Back-casting method. In the study, normative scenarios were drawn for the Iranian halal food market in 1425. In this regard, using the snowball method, an in-depth interview was conducted with experts. Sampling continued until data saturation. Finally, the data obtained from 14 interviews were analyzed.
Results: The results showed that in order to achieve the goals of the "Halal Roadmap" and maximize the potential in this area, it is necessary to pay attention to the drivers of the development of the halal food industry in Iran, including: promoting national and international advertising, clarity of legal and administrative procedures, correcting economic policies, promoting economic diplomacy, producing and developing related technologies, branding, resolving transportation-related problems, accessing incentive policies, ensuring the implementation of policies, complying with bioethical requirements, policymaking and supervision related to food safety.
Conclusion: The main reason for the lack of progress in the “Iranian halal food” industry are external issues. Both the halal and non-halal food sectors in Iran suffer from similar infrastructural problems.
