								  | Background: In line with the implementation of paragraph 1 of Article 111 of the Constitution of the Islamic Republic of Iran, issues related to mental health are addressed. In order to execute the policy correctly, complete comprehension, profound knowledge and implications of policies are essential. The purpose of this study was to define the exact meaning of "mental health", "mental health Indicators" and "optimization of  these terms” which relate to the terms and concepts of mental health  policies.
Methodology: In this qualitative study, a combination of common methods including studying resources texts, high-level documents, authentic English and Farsi databases, analyzing the current status, and  focusing on group discussions with key counterparts were  used.
Findings: Operational programs for implementing the interventions related to each indicator and monitoring and evaluating  indices by relevant organizations and other counterparts are  paramount. Therefore, the Ministry of Health and Medical Education should consider Mental
Health issues as one of the most important components of health which are often neglected.  Conclusions: Implemented approaches for  mental health action plans advocated in WHO guidelines should be tmplemented.
