Results: The model and the conceptual framework for WHR network and observatory were designed in three main axes, including WHR identification and classification, establishment of collaboration between research centers, and transition of knowledge and application of WH researches. In designing the model, mission, objectives, structure, resources and deployment requirements were identified. Conclusion: Comprehensive cooperation of stakeholders is necessary to identify the challenges and problems of WHR in the country.
