Health Information Systems (HIS) play a critical role in health data management and strategic decision-making; however, rehabilitation service data are not comprehensively recorded in these systems. This data gap challenges effective planning and resource allocation in rehabilitation. Given the increasing need for rehabilitation services driven by population aging and the rising burden of non-communicable diseases, this policy brief—based on a review of authoritative international documents and evidence—proposes six key strategies: enhancing inter-sectoral coordination, adopting standard frameworks (e.g., ICF and WG-SS), expanding functional indicators, developing minimum data sets (MDS), integrating rehabilitation data, and building human resource capacity. Implementing these strategies will improve data quality, evidence-based decision-making, and rehabilitation service delivery.
