Identifying and Ranking Factors Affecting the Implementation of Circular Supply Chain Management (CSCM) in the Iranian Pharmaceutical Industry

Background: The pharmaceutical industry is recognized as one of the most important strategic industries in the world. Given the position and importance of the supply and distribution chain in the macro-programs in this field, improving the efficiency of networks and infrastructures is an important point for reorganizing the drug supply and distribution chain in the country. To identify and rank the factors affecting the implementation of circular supply chain management (CSCM) in the Iranian pharmaceutical industry using the best worst method (BWM).
Methods: This research is a cross-sectional study. First, key barriers and enablers were identified by reviewing relevant scientific articles. Then, the data were validated and analyzed using the opinions of pharmaceutical industry experts, and a list of the most important influential factors was prepared. In the next step, the barriers and enablers were prioritized, and the final weights were calculated for each factor. Finally, the collected data was analyzed and the results obtained were used to provide an executive framework.
Results: "Taxes collected by the government and lack of subsidies" were identified as the best criterion and "complexity of monitoring the entire pharmaceutical supply chain" as the worst criterion.
Conclusion: The lack of financial and legal incentives is the most important factor in advancing circular supply chain management in the Iranian pharmaceutical industry, and it seems that financial support and targeted policies can help facilitate this process. Also, the development of information technology infrastructure and integrated monitoring systems can also reduce monitoring challenges
