I.R. Iran Health System Financing Sustainability; its Situation, Indicators, and Solutions to Explain the Article 10 of General Health Policies

Abstract
Background and Objective: Financing is the main function of any health system. Since healthcare expenditure has increased significantly in recent years, and most governments have faced challenges in providing these resources, the sustainability of health financing has been highlighted. In this regard, to implement the article 10 of general health policies, this study aimed at correct exploring this article in the policies, and identifying indicators and strategies for achieving sustainability in the financing of the health system of the I.R. of Iran.
Method: In this research, quantitative and qualitative methods have been used in combination. In the section explaining the definitions and basic concepts of politics and determining the initial list of indicators and strategies, by Semi-Systematic Review was used in valid databases. In the next stage, to identify selected indicators and solutions was done using the Expert Panel. The status of Iran in the area of health financial sustainability was determined using information and reports from credible authorities such as the World Health Organization (International Reference Center) and the Iranian Center for Statistics (National Reference).
Finding: Sustainability of health care financing means ensuring timely provision of financial resources and the balance between resources and expenditures in achieving the goals of the health system and public health coverage without compromising the sustainability of the state's financial situation. The 31 initial indicators for monitoring the sustainability of health system financing were determined. The 18 indicators were selected as the selected indicators and of the 19 of the interventions for achieving sustainability were identified as six priority and selected strategies.
Discussion: In the current situation in the I. R. of Iran, the issue of sustainability of the health system financing, and in particular the targeting of general government health resources to the needy and the lowest income deciles, and the fairly utility of these categories of general government health resources for the implementation of the article 10-4 of the General Health Policies and as a result of achieving Health coverage is very important. The pattern of "Multi-layer Health Financing" based on the household's economic status can be a valuable implementation strategy in these situations.
