Abstract
Background and Aim: The general health policies have been announced by the supreme leader of Iran as a binding document in order to improve Iran's health system. In consideration of the fact that no attempt has been made yet to explain the concepts of this document we sought to discuss and make them practical in order that they may be more easily implemented.
Method: In the first stage, 14 research teams studied each article individually using library based qualitative research. The teams then merged the concepts based on the results of the studies of the first stage and explained them.
Results: Overall in this study, 92 concepts were identified and explained. Although, some concepts in two or more articles were repetitive, these concepts were placed where they were deemed to be most relevant to the topic.
Conclusion: One of the main features of this document in comparison to other national and international documents regarding health policies is the incorporation of human and Islamic values. This document is a dynamic, responsive, and fair health policy seeking to provide a healthy environment in which all health risks are controlled. Furthermore, the responsibilities of the society and the governance of other sectors necessary for development of an ideal society are well explained herein.

Abstract
Background: Stewardship ,one of the most dominant functions of the health system is emphasized in the “General Health Policies Document” (GHPD) announced by the supreme leader of the Islamic Republic of Iran. Given that stewardship is a multi-dimensional concept with several different definitions, it needs clarification based on the aforementioned criteria in the GHPD. The purpose of this study was to identify and assess the concept of stewardship and its role functions.
Methods: This study was a scoping review. For this purpose, reliable Persian and English-language databases were systematically reviewed without time limitation. The various definitions of stewardship, its functions and duties, as well as its role in achieving health goals are summarized.
Results: According to the findings, stewardship is defined differently and different functions and tasks are stated for it; but their common point is the concept of unbiased orientation to provide community benefits rather than individual or group benefits.
Conclusion: Review of the stewardship concept revealed that its main function is to envision the health system and define the limitations and boundaries that affect the health system and ascertain that it works properly. In fact, as stated in the GHPD, the role of stewardship in the health system is one of governance and is not transferable. It is in line with the general health policy document.

Abstract
Background: Nowadays, the exchange rate in general and its role on the market of medicine and medical equipment, in particular, have been a topic of discussion in scientific forums and the media. The aim of this study was to assess the continuity of the dual exchange rate policy in the field of medicine and medical equipment and the related harm to patients and their families.
Method: This qualitative study gathered the opinions of experts in the field and analyzed data by content analysis using MAXQDA 20 software.
Results: The dual/multiple exchange rate (DER) policy in Iran, will have deleterious effects in the healthcare sector.
Conclusion: We recommend continuation of talks with the various stakeholders to reform the current DER policy.
