fa برنامه جامع مراقبتی، حمایتی و توانمندسازی جامعه کم‌توانان کشور A Comprehensive Plan for the Care and Support of the Disabled Community of Iran with the Aim of Health Promotion and Empowerment تخصصي Special اصيل Original Article <div style="text-align: justify;">مقدمه و هدف: برنامهریزی برای افراد کمتوان موجب اطمینان یافتن از توجه به نیازهای ایشان، اهمیت قایل شدن برای آنها، ایجاد فرصتهای برابر برای دستیابی به مزایای اقتصادی– اجتماعی و به‌طورکلی رفع تمایزات بهداشتی و تحقق عدالت بهداشتی است. «تدوین برنامه جامع مراقبتی، حمایتی برای جانبازان و جامعه کمتوانان کشور با هدف ارتقاء سلامت و توانمندسازی آنان» بهعنوان زیر سیاست سوم از سیاست هشتم نظام سلامت کشورمورد تأکید مقام معظم رهبری در سال 1393 است. روش: این مطالعه از نوع کاربردی و کمی کیفی است. برای تدوین برنامه علاوه بر مطالعه متون مربوط به وضعیت موجود داخلی و خارجی در مورد افراد کمتوان؛ از 30 نفر از افراد دارای کمتوانیهای مختلف، و 20 نفرازجانبازان درباره مشکلات و خواستههای ایشان پرسش شد. همچنین برای به‌دست آوردن اجزای برنامه شامل: راهبردها؛ اقدامات؛ شاخصها، مدت برنامه و تعداد فازهای آن از طریق بارش افکار و پرسش از 15 نفرازخبرگان و دارای مسئولیتهای مهم مدیریتی حوزه توانبخشی اقدام شد. یافته‌ها: برنامه پیشنهادی در دو فاز سه ساله طراحی شد و شامل 5 راهبرد و 24 اقدام میباشد. راهبردهای برنامه شامل: دیده شدن در جامعه، ایجاد شبکه شبکههای افراد کمتوان، به‌کارگیری فناوری اطلاعات و ارتباطات، توانبخشی جامعه‌محور و تضمین اجرای قوانین و رعایت حقوق کمتوانان است. نتیجه‌گیری: افراد کمتوان فرزندان بسیار عزیز جامعه هستند و میبایست مورد توجه ویژه از حیث حمایت و توان افزایی قرار بگیرند. وجود برنامه حمایتی برای افراد کمتوان کشور و اجرای آن بهعنوان یک عامل محرک و اثربخش موجبات رشد و تعالی جامعه و رونق اقتصادی را فراهم میکند.</div> <div style="text-align: justify;">Background: Planning for the disabled ensures attention to their needs, giving them importance, creating equal opportunities to achieve economic-social benefits, and generally eliminating health discrimination and achieving health justice. "Development of a comprehensive care and support program for veterans and the disabled community of the country with the aim of improving their health and empowering them" was emphasized by the Supreme Leader in 2013 as the third sub-policy of the eighth policy of the country's health system. Methods: This study is of applied and qualitative type. To develop a program, in addition to studying the texts related to the current domestic and foreign situation regarding disabled people; Thirty participants with various disabilities and twenty veterans were asked about their problems and wishes. Also, to obtain program components including strategies and actions, the indicators, the duration of the program and the number of phases were determined via brainstorming and interviews with fifteen experts with important management responsibilities in the field of rehabilitation. Results: The proposed program was designed in two three-year phases, including fivestrategies and 24 measures. The strategies of the program include: being seen in the society, creating a network of disabled individuals’ networks, using information and communication technology, community-oriented rehabilitation, and ensuring implementation of laws and respect for the rights of the disabled. Conclusion: Disabled individuals are very dear children of the society and should be given special attention in terms of support and empowerment.
