fa تبیین موانع اجرای بند چهارم سیاست‌های کلی سلامت و ارائه راهکارهایی برای رفع موانع تخصصي Special مروري Review Article <span style="font-family:b nazanin;"><span style="font-size:12.0pt;">در سال ۱۳۹۳، </span></span><span style="font-family:b nazanin;"><span style="font-size:12.0pt;"><a href="http://www.khabaronline.ir/detail/347866/Politics/leader" target="_blank"><span style="color:black;">سیاست‌های کلی سلامت</span></a></span></span><span style="font-family:b nazanin;"><span style="font-size:12.0pt;"> توسط رهبر انقلاب اسلامی در راستای اجرای بند یک اصل 110 قانون اساسی ابلاغ شد. علی‌رغم ابلاغ سیاست&shy;های کلی سلامت و تأکید بر ایجاد و تقویت زیرساخت‌های مورد نیاز برای تولید فرآورده‌ها و مواد اولیه دارویی، واکسن، محصولات زیستی و ملزومات و تجهیزات پزشکی در بند چهارم این سیاست&shy;ها، همچنان مشکلات و چالش&shy;های بسیاری در مسیر توسعه حوزه&shy;های مورد اشاره در این بند، در کشور وجود دارد. از این&shy;رو پژوهش حاضر به بررسی و تبیین موانع اجرای بند چهارم سیاست&shy;های کلی سلامت می&shy;پردازد. پژوهش</span></span> <span style="font-family:b nazanin;"><span style="font-size:12.0pt;">حاضر از حیث هدف کاربردی بوده و از</span></span> <span style="font-family:b nazanin;"><span style="font-size:12.0pt;">نوع</span></span> <span style="font-family:b nazanin;"><span style="font-size:12.0pt;">توصیفی</span></span> <span style="font-family:b nazanin;"><span style="font-size:12.0pt;">می&shy;باشد.</span></span><br> <strong><span style="font-family:b nazanin;"><span style="font-size:12.0pt;">روش‌ها:</span></span></strong><span style="font-family:b nazanin;"><span style="font-size:12.0pt;"> در این پژوهش به منظور شناسایی موانع اجرایی بند چهارم سیاست&shy;های کلی سلامت ابتدا با مطالعه پژوهش&shy;های پیشین، فهرستی از موانع موجود در مسیر اجرای خط مشی&shy;های مختلف شناسایی شده و از طریق برگزاری مصاحبه&shy;های جامع و گروهی با خبرگان آشنا با این حوزه این فهرست تدقیق و اصلاح شده است. </span></span><br> <strong><span style="font-family:b nazanin;"><span style="font-size:12.0pt;">یافته‌ها و نتایج:</span></span></strong><span style="font-family:b nazanin;"><span style="font-size:12.0pt;"> براساس نتایج حاصل از مصاحبه&shy;ها، موانع مورد شناسایی را به‌طورکلی می&shy;توان در چند دسته اصلی تقسیم&shy;بندی کرد که عبارتند از: موانع مربوط به تدوین‌کنندگان خط مشی، موانع مربوط به مجریان خط مشی، ضعف در نظارت و ارزیابی مراحل اجرایی سیاست&shy;های کلی، ضعف منابع مالی و بودجه، موانع مربوط به عدم آگاهی جامعه و موانع مربوط به ماهیت مساله. </span></span><span dir="LTR"><span style="font-size:12.0pt;"></span></span><br> &nbsp;<br> &nbsp; <strong>Background</strong>: In 2014, the Supreme Leader of Iran issued the general health policies.document (GHPD). Despite the announcement of the GHPD and the emphasis on building strengthening and fortifying the infrastructure needed to produce pharmaceuticals, vaccines, and biotechnical products ,necessary for medical supplies and equipment&nbsp; the nation still faces many challenges in the development of the areas mentioned in this document.<br> <strong>Methods: </strong>The current paper aims to clarify the barriers hindering the implementation of the fourth article of the general health policy.
