fa نگاهی چند بُعدی به مسئله مهاجرت نخبگان و متخصصان حوزه سلامت در ایران تخصصي Special اصيل Original Article <div style="text-align: justify;"><span style="font-size:14px;"><span style="line-height:18pt"><span style="direction:rtl"><span style="unicode-bidi:embed"><span new="" roman="" times=""><span style="letter-spacing:-0.15pt"><b><span lang="FA"><span b="" nazanin="">زمینه و هدف:</span></span></b><span lang="FA"><span b="" nazanin=""> در سال‌های اخیر، روند مهاجرت دانشجویان، استادان و متخصصان بهداشت و درمان شتاب قابل&shy;توجهی را نشان می‌دهد. در این پژوهش، با نگاهی چندبعدی روند و علل مهاجرت نخبگان و متخصصان و سیاست‌های مرتبط با گسترش نظام آموزش عالی کشور و حمایت دولت از تحقیق و توسعه، تجزیه و تحلیل شده و نحوه ایجاد و تشدید محرک‌های مهاجرت با رویکردی علاج‌جویانه بررسی می‌شود. </span></span></span></span></span></span></span><br> <span style="line-height:18pt"><span style="direction:rtl"><span style="unicode-bidi:embed"><span new="" roman="" times=""><span style="letter-spacing:-0.15pt"><b><span lang="FA"><span b="" nazanin="">روش: </span></span></b><span lang="FA"><span b="" nazanin="">روش جمع‌آوری داده‌های این مطالعه به صورت کمی و کیفی از طریق بررسی مقالات، کتاب‌ها، اسناد و پایگاه‌های داده داخلی و خارجی و همچنین نظرات پانل نخبگانی با استفاده از روش تحلیل محتوا می‌باشد.</span></span></span></span></span></span></span><br> <span style="line-height:18pt"><span style="direction:rtl"><span style="unicode-bidi:embed"><span new="" roman="" times=""><span style="letter-spacing:-0.15pt"><b><span lang="FA"><span b="" nazanin="">یافته‌ها:</span></span></b><span lang="FA"><span b="" nazanin=""> همزمان با تحولات فرهنگی و اجتماعی بیست سال اخیر، سیاست‌های ناکارآمد اتخاذ شده مرتبط با گسترش غیرآینده&shy;نگرانه ظرفیت دانشگاه‌ها و مراکز آموزش عالی بدون توجه به ارتقاء کیفیت آموزش و پژوهش، موجب شده تا بخش مهمی از منابع انسانی و مالی کشور مورد بهره برداری قرار نگیرند. اجرای این سیاست‌ها حداقل دو دهه رشد علمی، اجتماعی، اقتصادی و سیاسی را با کندی روبه‌رو کرده و از سوی دیگر فرصت توسعه کشور را به یک محرک و تشدیدکننده عوامل مؤثر بر مهاجرت تبدیل کرده است.</span></span></span></span></span></span></span><br> <b><span dir="RTL" lang="AR-SA"><span new="" roman="" times="">نتیجه‌گیری:</span></span></b><span dir="RTL" lang="AR-SA"><span new="" roman="" times=""> کشور می‌بایست در برخی سیاست‌ها و برنامه‌های گذشته بویژه در حوزه‌های آموزش، پژوهش و فناوری، بازنگری‌های اساسی انجام دهد تا بتواند به توسعه اقتصادی- اجتماعی مطلوب و مرجعیت علمی دست یابد. تاخیر در این امر بدون شک خسران‌های جبران ناپذیر را برای کشور به‌دنبال خواهد داشت. </span></span></span></div> <div style="text-align: justify;"><span style="font-size:14px;"><span style="line-height:12.0pt"><b>Background</b>: In recent years, the process of immigration of students, professors and healthcare professionals has significantly accelerated. In this research, the trend and causes of migration of talents and professionals are studied with a multidimensional perspective. Subsequently, policies related to expansion of the country&#39;s higher education system, governmental support for research and development, and creation and intensification of migration drivers will be studied as examples.</span><br> <span style="line-height:12.0pt"><b>Method:</b> The data collection method of this study is both quantitative and qualitative, including review of articles, books, documents, and national and international databases as well as the opinions of the elite panel using content analysis method.</span><br> <span style="line-height:12.0pt"><b>Results:</b> Simultaneous with the cultural and social developments of the last twenty years, the inefficient adopted policies related to non-futuristic expansion of the capacity of universities and higher education centers without considering improvement of the quality of education and research, have caused an important part of human resources and the country&#39;s budget to not be exploited. Implementation of these policies has impeded scientific, social, economic and political growth for at least two decades, and on the other hand, has turned the country&#39;s development opportunity into a driver and intensifier of the factors affecting immigration.</span><br> <span style="line-height:12.0pt"><b>Conclusion:</b> The country should carry out fundamental revisions in some past policies and programs, especially in terms of education, research, and technology, in order to achieve desirable economic-social development and scientific authority.
