fa سیاست‌های سلامت در بیانیه‌ گام دوم انقلاب اسلامی تخصصي Special بيانيه Statement <div style="text-align: justify;"><span style="font-size:8pt"><span style="line-height:18pt"><span style="direction:rtl"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times=""><span style="letter-spacing:-0.15pt"><b><span lang="FA" style="font-size:11.0pt"><span b="" nazanin="" style="font-family:"><span style="letter-spacing:-.9pt">زمینه و هدف:</span></span></span></b> <span lang="FA" style="font-size:11.0pt"><span b="" nazanin="" style="font-family:">پژوهش حاضر با هدف تبیین گزینه‌های سیاستی نظام سلامت در راستای عملیاتی کردن توصیه‌های مقام معظم رهبری در بیانیه گام دوم انقلاب صورت گرفته است.</span></span><span dir="LTR" style="letter-spacing:-.9pt"></span></span></span></span></span></span></span><br> <span style="font-size:8pt"><span style="line-height:18pt"><span style="direction:rtl"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times=""><span style="letter-spacing:-0.15pt"><b><span lang="FA" style="font-size:11.0pt"><span b="" nazanin="" style="font-family:">روش:</span></span></b><span lang="FA" style="font-size:11.0pt"><span b="" nazanin="" style="font-family:"> پس از تحلیل محتوای کیفی بیانیه و شناسایی کاربست‌های مضامین احصاء شده در حوزه سلامت از طریق مصاحبه با خبرگان به استخراج گزینه‌های سیاستی نظام سلامت در هر یک از ابعاد هفت‌گانه بیانیه پرداختیم. سپس گزینه‌های سیاستی ارائه شده با استفاده از ترکیب روش دلفی و تاپسیس فازی نهائی شدند. </span></span><span lang="FA" style="font-size:11.0pt"><span b="" nazanin="" style="font-family:"><span style="letter-spacing:0pt"></span></span></span></span></span></span></span></span></span><br> <span style="font-size:8pt"><span style="line-height:18pt"><span style="direction:rtl"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times=""><span style="letter-spacing:-0.15pt"><b><span lang="FA" style="font-size:11.0pt"><span b="" nazanin="" style="font-family:">یافته‌ها:</span></span></b><span lang="FA" style="font-size:11.0pt"><span b="" nazanin="" style="font-family:"> طبق توافق خبرگان، &laquo;توانمندسازی محقق و سیاست‌گذار از طریق آموزش&raquo;؛ &laquo;پویش‌های رسانه‌ای درخصوص افزایش آگاهی عمومی از اخلاق حرفه‌ای پزشکی ازجمله حقوق بیمار&raquo;؛ &laquo;افزایش توجه سیاست‌گذاران به مراقبت‌های اولیه بهداشتی، توسعه و روزآمد کردن شبکه بهداشتی-درمانی کشور و تحقق همه جانبه اصل اولویت پیشگیری&raquo;؛ &laquo;رفع انحصار تولید، توزیع و ارائه دارو، تجهیزات پزشکی و خدمات سلامت&raquo;؛ &laquo;کارآفرینی در حوزه سلامت اقتصاد مقاومتی و اشتغال&shy;زایی&raquo;؛ &laquo;نظارت و پایش مداوم اثرات تحریم‌های اقتصادی بر پیامدهای سلامتی و برنامه‌ریزی مناسب براساس پیامدها&raquo; و &laquo;ارائه راهنمایی در رابطه با اهمیت سبک زندگی سالم در دوران کودکی به خانواده‌ها از طریق مراکز بهداشتی&raquo; از بالاترین اولویت در راستای نهادینه‌سازی بیانیه‌ در سیاست&shy;گذاری‌های نظام سلامت کشور در هر یک از ابعاد بیانیه برخوردار هستند.</span></span><span lang="AR-SA" style="font-size:11.0pt"><span style="font-family:"B Nazanin""></span></span></span></span></span></span></span></span><br> <b><span dir="RTL" lang="AR-SA" style="font-size:12.0pt"><span new="" roman="" style="font-family:" times="">نتیجه‌گیری:</span></span></b><span dir="RTL" lang="AR-SA" style="font-size:12.0pt"><span new="" roman="" style="font-family:" times=""> به‌رغم تلاش‌های صورت‌گرفته و پیشرفت‌های چشم&shy;گیر در نظام سلامت کشور، دستیابی به تعالی همه جانبه در گام دوم انقلاب اسلامی و ارتقای روزافزون سلامت، مستلزم تلاش بیش از پیش سیاست‌گذاران نظام سلامت در جهت تدوین سیاست‌ها با نگاه گسترده‌تر به حاکمیت مطلوب نظام سلامت در هر یک از ابعاد بیانیه می‌باشد.</span></span></div> <div style="text-align: justify;"><span style="font-size:12pt"><span style="line-height:12.0pt"><span new="" roman="" style="font-family:" times=""><b><span style="font-size:10.0pt">Background:</span></b><span style="font-size:10.0pt"> Inspired by the statement we aimed to draw palpable policy options for the health system in order to implement the recommendations of the Supreme Leader. </span></span></span></span><br> <span style="font-size:12pt"><span style="line-height:12.0pt"><span new="" roman="" style="font-family:" times=""><b><span style="font-size:10.0pt">Methods: </span></b><span style="font-size:10.0pt">After analyzing the qualitative content of the statement and identifying the applications of the topics in the health system, we conducted interviews with experts. Finally, the policy options for thr health system were provided in each of the components of the statement and were finalized using a combination of Delphi and Fuzzy TOPSIS methods.</span></span></span></span><br> <span style="font-size:12pt"><span style="line-height:12.0pt"><span new="" roman="" style="font-family:" times=""><b><span style="font-size:10.0pt">Results:</span></b><span style="font-size:10.0pt"> According to the experts, &quot;Empowering researcher and policymaker&quot;; &quot;Media campaigns to increase public awareness of medical professional ethics&quot;; &quot;expanding primary healthcare and referal system&quot;; &quot;Fighting the monopoly of production, distribution and provision of medicine, medical equipment and health services&quot;; &quot;Entrepreneurship in the field of health and resistance economy&quot;; &quot;Mmonitoring and planning the effects of economic sanctions on health&quot;; and &quot;Informing families regarding the importance of healthy lifestyle in childhood &quot; are of the highest priorities to institutionalize each dimensions of the statement in health policies of Iran.</span></span></span></span><br> <span style="font-size:12pt"><span style="line-height:12.0pt"><span new="" roman="" style="font-family:" times=""><b><span style="font-size:10.0pt">Conclusion: </span></b><span style="font-size:10.0pt">Despite commendable efforts and significant progress in the health system of Iran, achieving comprehensive excellence in the second step of the Islamic Revolution requires more efforts by health policymakers to formulate health policies on the basis of a good governance approach.
