fa شناسایی و رتبه‌بندی عوامل مؤثر بر اجرای مدیریت زنجیره تأمین دایره‌ای در صنعت داروسازی ایران تخصصي Special اصيل Original Article <p dir="RTL" style="text-align:justify"><span style="font-size:8pt"><span style="line-height:18pt"><span style="direction:rtl"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times=""><span style="letter-spacing:-0.15pt"><b><span lang="FA" style="font-size:11.0pt"><span b="" nazanin="" style="font-family:">زمینه و هدف: </span></span></b><span lang="FA" style="font-size:11.0pt"><span b="" nazanin="" style="font-family:">صنعت داروسازی در دنیا به‌عنوان یکی از مهم‌ترین صنایع استراتژیک شناخته شده است. با توجه به جایگاه و اهمیت بخش زنجیره‌ی تأمین و توزیع در برنامه‌های کلان در این زمینه، بهبود کارایی شبکه‌ها و زیرساخت‌ها از نکات مهم برای سازماندهی مجدد زنجیره‌ تأمین و توزیع دارو در کشور است. هدف از این تحقیق، شناسایی و رتبه‌بندی عوامل مؤثر بر اجرای مدیریت زنجیره تأمین دایره‌ای در صنعت داروسازی ایران با روش تصمیم‌گیری بهترین</span></span>&nbsp;<span lang="FA" style="font-size:11.0pt"><span b="" nazanin="" style="font-family:">- بدترین می‌باشد.</span></span></span></span></span></span></span></span><br> <span style="font-size:8pt"><span style="line-height:18pt"><span style="direction:rtl"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times=""><span style="letter-spacing:-0.15pt"><b><span lang="FA" style="font-size:11.0pt"><span b="" nazanin="" style="font-family:">روش: </span></span></b><span lang="FA" style="font-size:11.0pt"><span b="" nazanin="" style="font-family:">این مطالعه به صورت مقطعی<b> </b>بوده و پس از شناسایی موانع و توانمندسازهای کلیدی و سپس اعتبارسنجی و تحلیل با استفاده از نظرات خبرگان صنعت داروسازی، لیستی از مهم‌ترین عوامل تأثیرگذار تهیه شد. در مرحله بعد اولویت‌بندی موانع و توانمندسازها انجام و وزن‌های نهایی برای هر عامل محاسبه شد. در انتها، داده‌های جمع‌آوری ‌شده، تحلیل و برای ارائه چارچوب اجرایی مورد استفاده قرار گرفت.</span></span></span></span></span></span></span></span><br> <span style="font-size:8pt"><span style="line-height:18pt"><span style="direction:rtl"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times=""><span style="letter-spacing:-0.15pt"><b><span lang="FA" style="font-size:11.0pt"><span b="" nazanin="" style="font-family:">یافته‌ها: </span></span></b><span lang="FA" style="font-size:11.0pt"><span b="" nazanin="" style="font-family:">&laquo;مالیات اخذ شده از طرف دولت و عدم ارائه سوبسید&raquo; به‌ عنوان بهترین معیار و &laquo;پیچیدگی نظارت بر کل زنجیره تأمین دارویی&raquo; به ‌عنوان بدترین معیار شناسایی شدند. </span></span></span></span></span></span></span></span><br> <span style="font-size:8pt"><span style="line-height:18pt"><span style="direction:rtl"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times=""><span style="letter-spacing:-0.15pt"><b><span lang="FA" style="font-size:11.0pt"><span b="" nazanin="" style="font-family:">نتیجه‌گیری: </span></span></b><span lang="FA" style="font-size:11.0pt"><span b="" nazanin="" style="font-family:">فقدان مشوق‌های مالی و قانونی مهم‌ترین عامل در پیشبرد مدیریت زنجیره تأمین دایره‌ای در صنعت داروسازی ایران می‌باشد. به نظر می‌رسد که حمایت‌های مالی و سیاست‌گذاری‌های هدفمند می‌توانند به تسهیل این فرآیند کمک کنند، همچنین، توسعه زیرساخت‌های فن‌آوری اطلاعات و سیستم‌های یکپارچه نظارتی می‌توانند چالش‌های نظارت را کاهش دهند.</span></span></span></span></span></span></span></span></p> <p style="text-align:justify"><span style="font-size:12pt"><span style="line-height:12.0pt"><span new="" roman="" style="font-family:" times=""><b><span style="font-size:10.0pt">Background:</span></b><span style="font-size:10.0pt"> The pharmaceutical industry is recognized as one of the most important strategic industries in the world. Given the position and importance of the supply and distribution chain in the macro-programs in this field, improving the efficiency of networks and infrastructures is an important point for reorganizing the drug supply and distribution chain in the country. To identify and rank the factors affecting the implementation of circular supply chain management (CSCM) in the Iranian pharmaceutical industry using the best worst method (BWM).</span></span></span></span><br> <span style="font-size:12pt"><span style="line-height:12.0pt"><span new="" roman="" style="font-family:" times=""><b><span style="font-size:10.0pt">Methods:</span></b><span style="font-size:10.0pt"> This research is a cross-sectional study. First, key barriers and enablers were identified by reviewing relevant scientific articles. Then, the data were validated and analyzed using the opinions of pharmaceutical industry experts, and a list of the most important influential factors was prepared. In the next step, the barriers and enablers were prioritized, and the final weights were calculated for each factor. Finally, the collected data was analyzed and the results obtained were used to provide an executive framework.</span></span></span></span><br> <span style="font-size:12pt"><span style="line-height:12.0pt"><span new="" roman="" style="font-family:" times=""><b><span style="font-size:10.0pt">Results:</span></b><span style="font-size:10.0pt"> &quot;Taxes collected by the government and lack of subsidies&quot; were identified as the best criterion and &quot;complexity of monitoring the entire pharmaceutical supply chain&quot; as the worst criterion. </span></span></span></span><br> <span style="font-size:12pt"><span style="line-height:12.0pt"><span new="" roman="" style="font-family:" times=""><span style="font-size:10.0pt">Conclusion: The lack of financial and legal incentives is the most important factor in advancing circular supply chain management in the Iranian pharmaceutical industry, and it seems that financial support and targeted policies can help facilitate this process.
