fa شناسایی و اولویت‌بندی سنجه‌های محیط‌زیستی ملی و بین‌المللی برای ایران تخصصي Special اصيل Original Article <div style="text-align: justify;"><span style="font-size:8pt"><span style="line-height:18pt"><span style="direction:rtl"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times=""><span style="letter-spacing:-0.15pt"><b><span lang="FA" style="font-size:11.0pt"><span b="" nazanin="" style="font-family:">زمینه و هدف: </span></span></b><span lang="FA" style="font-size:11.0pt"><span b="" nazanin="" style="font-family:">فعالیت‌های انسانی آثار مخربی بر محیط‌زیست وارد کرده و سلامت انسان، تنوع زیستی و زیستگاه‌ها را با تهدید مواجه می‌کند. ازاین‌رو تلاش‌هایی برای دستیابی به مداخلات اثربخش در حوزه محیط‌زیست صورت گرفته است که ارزیابی این اقدامات با شناخت کامل از روند تغییرات شاخص‌ها امکان‌پذیر می‌شود. با توجه به تعداد و تنوع شاخص‌ها، در این مقاله، سنجه‌های اولویت‌دار برای کشور ایران شناسایی شدند تا از آنها در اساس سیاست‌گذاری‌ها استفاده شود.</span></span></span></span></span></span></span></span><br> <span style="font-size:8pt"><span style="line-height:18pt"><span style="direction:rtl"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times=""><span style="letter-spacing:-0.15pt"><b><span lang="FA" style="font-size:11.0pt"><span b="" nazanin="" style="font-family:">روش: </span></span></b><span lang="FA" style="font-size:11.0pt"><span b="" nazanin="" style="font-family:">مجموعه‌ای از شاخص‌ها و سنجه‌های بکار رفته در این شاخص‌ها، از بین شاخص‌های وزارت بهداشت، درمان و آموزش پزشکی کشور، سازمان ملی استاندارد و سازمان حفاظت محیط‌زیست در ایران و سازمان‌های بین‌المللی شامل سازمان جهانی بهداشت، سازمان ملل متحد، سازمان حفاظت محیط‌زیست آمریکا، آژانس محیط‌زیست اروپا، برنامه نظارت مشترک سازمان جهانی بهداشت/یونیسف، گزارش شاخص عملکرد ‌محیط‌زیستی کشورها و شاخص‌های کشور کانادا بررسی شدند.</span></span></span></span></span></span></span></span><br> <span style="font-size:8pt"><span style="line-height:18pt"><span style="direction:rtl"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times=""><span style="letter-spacing:-0.15pt"><b><span lang="FA" style="font-size:11.0pt"><span b="" nazanin="" style="font-family:">یافته‌ها: </span></span></b><span lang="FA" style="font-size:11.0pt"><span b="" nazanin="" style="font-family:">در مجموع 22 شاخص و سنجه دارای اولویت در حیطه‌های مختلف ازجمله آلودگی هوای آزاد و داخل، آب، بهسازی و بهداشت، فاضلاب، اشعه فرابنفش، پسماند، تغییر اقلیم، مواجهه با فلزات سنگین و گاز رادن داخل ساختمان، امواج الکترومغناطیسی، بار بیماری‌های منتسب به عوامل خطر محیطی، اکوسیستم و توزیع جمعیت شهری و روستایی برای کشور ایران پیشنهاد شدند.</span></span></span></span></span></span></span></span><br> <span style="font-size:8pt"><span style="line-height:18pt"><span style="direction:rtl"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times=""><span style="letter-spacing:-0.15pt"><b><span lang="FA" style="font-size:11.0pt"><span b="" nazanin="" style="font-family:">نتیجه‌گیری: </span></span></b><span lang="FA" style="font-size:11.0pt"><span b="" nazanin="" style="font-family:">با ایجاد مجموعه‌ای استاندارد از این سنجه‌ها، سیاست‌گذاران می‌توانند پیشرفت اقدامات ‌محیط‌زیستی خود را پیگیری کرده و اثربخشی آنها را بسنجند. این رویکرد مبتنی بر شواهد کمک می‌کند تا اطمینان حاصل شود که تلاش‌های ‌محیط‌زیستی در پرداختن به مبرم‌ترین مسائل هدفمند و مؤثر هستند.</span></span></span></span></span></span></span></span></div> <div style="text-align: justify;"><span style="font-size:12pt"><span style="line-height:12.0pt"><span new="" roman="" style="font-family:" times=""><b><span style="font-size:10.0pt">Background:</span></b><span style="font-size:10.0pt"> Human activities have imposed harmful effects on the environment, threatening human health, biodiversity, and habitats. Consequently, efforts have been made to achieve effective interventions in the environmental field, which can be evaluated through a comprehensive understanding of changes in indicators. Considering the number and diversity of these indices, this article identifies priority indicators for Iran, aiming to inform policy-making.</span></span></span></span><br> <span style="font-size:12pt"><span style="line-height:12.0pt"><span new="" roman="" style="font-family:" times=""><b><span style="font-size:10.0pt">Methods:</span></b><span style="font-size:10.0pt"> A set of indicators was examined from the indices of the Ministry of Health and Medical Education, the National Standard Organization, and the Department of Environment of Iran, as well as from international organizations, including the World Health Organization, the United Nations, the U.S. Environmental Protection Agency, the European Environment Agency, the Joint Monitoring Program of WHO/UNICEF, the Environmental Performance Index reports, and indices from Canada.</span></span></span></span><br> <span style="font-size:12pt"><span style="line-height:12.0pt"><span new="" roman="" style="font-family:" times=""><b><span style="font-size:10.0pt">Results:</span></b><span style="font-size:10.0pt"> A total of 22 priority indicators across various domains have been proposed for Iran, including outdoor and indoor air pollution, water quality, sanitation and hygiene, wastewater management, ultraviolet radiation, waste management, climate change, indoor exposure to heavy metals and radon gas, electromagnetic waves, the burden of diseases attributed to environmental risk factors, ecosystems, and the distribution of urban and rural populations.</span></span></span></span><br> <span style="font-size:12pt"><span style="line-height:12.0pt"><span new="" roman="" style="font-family:" times=""><b><span style="font-size:10.0pt">Conclusion:</span></b><span style="font-size:10.0pt"> By establishing a standardized set of these indicators, policymakers can track the progress of their environmental initiatives and assess their effectiveness.
