Analyzing the Causes of Non-Realization of General Population Policies and the Requirements for Transitioning to Multi-Dimensional Governance

On the threshold of the twelfth anniversary of the promulgation of Iran's General Population Policies (May 2014), the total fertility rate has declined from 1.7 to 1.35, and the demographic window of opportunity is rapidly closing. This document identifies the policy-related challenges, including a focus on one-off incentives rather than economic and job security, bureaucratic inefficiency and eroded public trust, a judicial-governmental approach instead of a national social movement, and neglect of regional diversity. Furthermore, solutions were proposed, including multi-dimensional and persuasive governance, facilitation of marriage, establishment of community-based childcare centers and workplace flexibility for mothers, data-driven policymaking, and delegation of authority to provincial administrations. |
