style="letter-spacing:-.35pt"> در بیانیه گام دوم انقلاب اسلامی، انتظارات مقام معظم رهبری از جوانان در حوزه علم و پژوهش بیان و تکلیف برای سیاست‌گذاران روشن شد. نقشه جامع علمی کشور حدود سیزده سال پیش تصویب شده و بر روزآمدسازی آن در سال 1397 تأکید شده است؛ لذا باید بتوان با توجه به پیشرفت‌های علمی و تجربیات کشور در حوزه علم و فناوری، هر چه سریع‌تر نقشه راه جدیدی برای پیشبرد علم کشور در هماهنگی کامل با بیانیه گام دوم تدوین کرد.</span></span></span><span dir="LTR" style="letter-spacing:-.35pt"></span></span></span></span></span></span></span></div> <div style="text-align: justify;"><span nazanin="" style="font-family:"> با استفاده از روش تحلیل محتوای کیفی، توصیه‌های مقام معظم رهبری، اسناد بالادستی و مستندات علمی در مورد پیشرفت علمی و تعداد مقالات علمی در حوزه‌های مختلف، مورد بررسی قرار گرفت و چالش‌ها و راهکارهایی در مورد تدوین نقشه راه علمی کشور ارائه شد. </span></span></span></span></span></span></span></span></div> <div style="text-align: justify;"><span style="font-size:8pt"><span style="line-height:18pt"><span style="direction:rtl"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times=""><span style="letter-spacing:-0.15pt"><b><span lang="FA" style="font-size:11.0pt"><span b="" nazanin="" style="font-family:">یافته‌ها:</span></span></b><span lang="FA" style="font-size:11.0pt"><span b="" nazanin="" style="font-family:"> هرچند در بیانیه گام دوم انقلاب اسلامی از رستاخیز علمی در سال‌های اخیر، سرعت رشد علمی و دست‌یابی به رکورد‌های جهانی یاد شده، ولی از عقب ماندگی تاریخی و عقب بودن از قله‌ها نیز ذکر به میان آمده است. در این بیانیه برجوشاندن چشمه‌های دانش، ادامه شتاب علمی و جهاد علمی توصیه اکید شده است. </span></span></span></span></span></span></span></span></div> <div style="text-align: justify;"><span style="font-size:8pt"><span style="line-height:18pt"><span style="direction:rtl"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times=""><span style="letter-spacing:-0.15pt"><b><span lang="FA" style="font-size:11.0pt"><span b="" nazanin="" style="font-family:">نتیجه‌گیری:</span></span></b><span lang="FA" style="font-size:11.0pt"><span b="" nazanin="" style="font-family:"> با توجه به رقابت شدیدی که در جهان برای شتاب علمی بوجود آمده، کشورمان باید بتواند با نقشه راه علمی مدبرانه و منطبق با بیانیه گام دوم را محقق کند. یکی از حوزه‌های مهم علمی کشور، حوزه سلامت است که پیشرفت در آن بروز و ظهور سریعی در جامعه دارد؛ لذا باید نقشه راه زمان‌بندی شده با اهداف قابل اندازه‌گیری داشته باشد. ترسیم هوشمندانه یک نقشه ده ساله برای این حوزه بسیار مهم علمی می‌تواند جمهوری اسلامی ایران را به عنوان یکی از قدرت‌های بزرگ جهان در آینده نزدیک مطرح کند.</span></span></span></span></span></span></span></span></div> <div style="text-align: justify;"><span style="font-size:12pt"><span style="line-height:12.0pt"><span new="" roman="" style="font-family:" times=""><b><span style="font-size:10.0pt">Background:</span></b> <span style="font-size:10.0pt">The Supreme Leader&#39;s expectations from the youth in the field of science and research were expressed and the task for the policy makers was clarified</span><span style="font-size:10.0pt"> i</span><span style="font-size:10.0pt">n the statement of the second step of the Islamic revolution.</span> <span style="font-size:10.0pt">The comprehensive scientific map of the country was approved about thirteen years ago, and its updating was emphasized in 2018,</span> <span style="font-size:10.0pt">therefore, according to the scientific progress and the experiences of the country in the field of science and technology, it should be possible to formulate a new road map for the advancement of the country&#39;s science as soon as possible in full coordination with the statement of the second step. </span></span></span></span></div> <div style="text-align: justify;"><span style="font-size:12pt"><span style="line-height:12.0pt"><span new="" roman="" style="font-family:" times=""><b><span style="font-size:10.0pt">Methods:</span></b> <span style="font-size:10.0pt">By using qualitative content analysis method</span> <span style="font-size:10.0pt">the recommendations of the Supreme Leader and top-level documents and scientific documents regarding scientific progress and the number of scientific articles in different fields were examined</span> <span style="font-size:10.0pt">and challenges and solutions regarding the preparation of the country&#39;s scientific road map were presented.</span></span></span></span></div> <div style="text-align: justify;"><span style="font-size:12pt"><span style="line-height:12.0pt"><span new="" roman="" style="font-family:" times=""><b><span style="font-size:10.0pt">Results: </span></b><span style="font-size:10.0pt">Although the scientific resurrection in recent years, the speed of scientific growth, and the achievement of world records are mentioned in the statement of the second step of the Islamic revolution,</span> <span style="font-size:10.0pt">but historical backwardness and being behind the peaks have also been mentioned.</span> <span style="font-size:10.0pt">In this statement, creation of the sources of knowledge, continuing scientific acceleration and scientific endeavor are strongly recommended.</span></span></span></span></div> <div style="text-align: justify;"><span style="font-size:12pt"><span style="line-height:12.0pt"><span new="" roman="" style="font-family:" times=""><b><span style="font-size:10.0pt">Discussion:</span></b> <span style="font-size:10.0pt">Considering the intense competition in scientific acceleration that has arisen in the world,</span> <span style="font-size:10.0pt">our country should be able to realize the second step with a prudent scientific road map and in accordance with the statement.</span> <span style="font-size:10.0pt">One of the most important scientific fields of the country is the field of health, in which its progress is rapidly emerging in the society.</span> <span style="font-size:10.0pt">Therefore, the roadmap should have a schedule and measurable goals.
