fa اقتصاد مقاومتی سلامت عمومى General بيانيه Statement <div style="text-align: justify;"><span style="font-size:8pt"><span style="line-height:18pt"><span style="direction:rtl"><span style="unicode-bidi:embed"><span style="font-family:&quot;Times New Roman&quot;,&quot;serif&quot;"><span style="letter-spacing:-0.15pt"><span lang="FA" style="font-size:11.0pt"><span style="font-family:&quot;B Nazanin&quot;">ایمان و معنویت زیربنای پایداری در بحران‌ها است. این مهم چهار محور راهبردی را دنبال می‌کند: نخست، التزام به ارزش‌های دینی و اخلاقی از طریق آموزش معنویت، تأمین عدالت در سلامت با رویکرد عوامل اجتماعی، ریشه‌کنی فقر و محرومیت، و مبارزه با تعارض منافع، اسراف و رانت‌خواری؛ دوم، الزامات ساختاری و مدیریتی شامل توسعه و تکمیل شبکه بهداشتی درمانی، ادغام آموزش و پژوهش در آن، تحول زیربنایی در آموزش علوم سلامت با هدف سلامت‌محوری و پاسخ‌گویی، به‌کارگیری مدیران توانمند و تمام‌وقت، تقویت همکاری‌های بین‌بخشی و تحول راهبردی در پژوهش‌های سلامت؛ سوم، راهبردهای اقتصادی سلامت نظیر ایجاد منابع مالی پایدار و سازوکارهای تاب‌آور، پوشش کامل نیازهای پایه سلامت توسط بیمه‌ها، اصلاح سیاست‌های دارویی با تمرکز بر تولید داخلی، اجرای کامل طرح ژنریک، حذف داروهای برند، خودکفایی در تأمین دارو و تجهیزات، شفاف‌سازی مالی، اصلاح نظام بیمه، استفاده از فناوری‌های مناسب، بهره‌مندی از شواهد علمی متقن، استانداردسازی طب سنتی ایرانی و رصد کلان سلامت با شاخص‌های استاندارد؛ و چهارم، راهبردهای مردم‌نهاد شامل ارتقای حداکثری سواد و فرهنگ سلامت، افزایش مشارکت منسجم مردم در تشخیص نیازها، برنامه‌ریزی، اجرا و نظارت، و گسترش سبک زندگی سالم با الگوی اسلامی- ایرانی. این بیانیه بر ضرورت اجتناب‌ناپذیر &laquo;اقتصاد مقاومتی سلامت&raquo; به‌عنوان تحقق عینی تاب‌آوری اجتماعی در حوزه سلامت تأکید دارد و اجرای کامل سیاست‌های کلی سلامت ابلاغی مقام معظم رهبری را مبنای آن معرفی می‌کندو با تأکید بر پایداری و استقامت نظام سلامت و کنشگران آن در همه شرایط، به‌ویژه بحران‌ها، تحقق اقتصاد مقاومتی سلامت را مستلزم التزام همزمان به ارزش‌های انسانی- اسلامی، اصلاحات ساختاری، توانمندسازی اقتصادی و مشارکت فعال مردم می‌داند</span></span>.<span lang="AR-SA" style="font-size:11.0pt"><span style="font-family:&quot;B Nazanin&quot;"></span></span></span></span></span></span></span></span></div> <div style="text-align: justify;"><span style="font-size:12pt"><span style="line-height:12.0pt"><span style="font-family:&quot;Times New Roman&quot;,&quot;serif&quot;"><span style="font-size:10.0pt">Faith and spirituality are the foundations of sustainability during crises. This important matter pursues four strategic axes: First, commitment to religious and ethical values through teaching spirituality, ensuring health equity via a social determinants approach, eradicating poverty and deprivation, and combating conflicts of interest, extravagance, and rent-seeking; Second, structural and managerial requirements including the development and completion of the health care network, the integration of education and research into that network, fundamental transformation in health sciences education toward community-orientation and accountability, recruitment of competent full-time managers, strengthening inter-sectoral collaboration, and strategic transformation in health research; Third, health economic strategies such as establishing sustainable financial resources and resilient financing mechanisms, full coverage of basic health needs by insurance, reforming pharmaceutical policies with a focus on domestic production, full implementation of the generic plan, elimination of brand-name drugs, self-sufficiency in the supply of medicines and equipment, financial transparency, insurance system reform, use of appropriate technologies, utilization of robust scientific evidence, standardization of traditional Persian medicine, and macro-level health monitoring using standard indicators; and Fourth, people-centered strategies including maximizing health literacy and culture, enhancing cohesive public participation in needs assessment, planning, implementation, and monitoring, and promoting a healthy lifestyle based on the Islamic‑Iranian model. This statement emphasizes the unavoidable necessity of a &quot;health resistance economy&quot; as the tangible realization of social resilience in the health sector, and introduces the full implementation of the general health policies articulated by the Supreme Leader as its foundation.
