fa بررسی و آسیب‌شناسی رویکرد وزارت بهداشت، درمان و آموزش پزشکی در عرصه ارزیابی فناوری سلامت (HTA) تخصصي Special مروري Review Article <div style="text-align: justify;"><span style="font-size:8pt"><span style="line-height:18pt"><span style="direction:rtl"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times=""><span style="letter-spacing:-0.15pt"><b><span lang="FA" style="font-size:11.0pt"><span b="" nazanin="" style="font-family:">زمینه و هدف:</span></span></b><span lang="FA" style="font-size:11.0pt"><span b="" nazanin="" style="font-family:"> هرچند براساس مفروضات کلاسیک دانش اقتصاد، ورود تکنولوژی در تمامی بخش&shy;ها از جمله بخش سلامت می&shy;تواند به واسطه کاهش هزینه&shy;ها و افزایش بهره&shy;وری سبب انتقال منحنی امکانات تولید یک کشور شود؛ اما به نظر می&shy;رسد از نقطه&shy;ای به بعد توسعه استفاده از فناوری در حوزه سلامت، با وجود افزایش سهم سلامت در تولید ناخالص داخلی، اما به جهت ظهور انواع پیامدهای منفی خارجی و بروز تقاضای القایی، تأثیر مشخصی در ارتقای رفاه اجتماعی و دسترسی ارزان و راحت عموم مردم به خدمات درمانی نخواهد داشت. بر همین اساس، همواره این پرسش مطرح است که مرز و حد بهینه ورود فناوری در بخش سلامت که منجر به بهبود شاخص&shy;های کل خواهد شد چیست؟ پاسخ به این پرسش، موضوعی به نام ارزیابی فناوری سلامت را به موضوعی کلیدی در سیاست‌گذاری سلامت تبدیل نموده است که نقش بی&shy;بدیلی در شناخت ارتقای تاب&shy;آوری و سطح مقاومت نظام سلامت یک کشور خواهد داشت. از آنجا که همواره موضوع ارزیابی فناوری سلامت در ایران نسبت مستقیمی با سیاست&shy;های وزارت بهداشت، درمان و آموزش پزشکی داشته است؛ لذا بررسی و آسیب&shy;شناسی نوع مواجهه ساختار سیاست‌گذاری کشور در بخش سلامت با موضوع فناوری نیازمند ارزیابی و آسیب&shy;شناسی رویکردها و عملکردهای این وزارتخانه است. </span></span><span dir="LTR" style="font-size:14.0pt"></span></span></span></span></span></span></span><br> <span style="font-size:8pt"><span style="line-height:18pt"><span style="direction:rtl"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times=""><span style="letter-spacing:-0.15pt"><b><span lang="FA" style="font-size:11.0pt"><span b="" nazanin="" style="font-family:">روش: </span></span></b><span lang="FA" style="font-size:11.0pt"><span b="" nazanin="" style="font-family:">پژوهش حاضر مبتنی بر روش اسنادی و استفاده از مصاحبه‌های نیمه ساختاریافته انجام شده است.</span></span></span></span></span></span></span></span><br> <span style="font-size:8pt"><span style="line-height:18pt"><span style="direction:rtl"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times=""><span style="letter-spacing:-0.15pt"><b><span lang="FA" style="font-size:11.0pt"><span b="" nazanin="" style="font-family:">یافته‌ها: </span></span></b><span lang="FA" style="font-size:11.0pt"><span b="" nazanin="" style="font-family:">براساس بررسی&shy;های انجام شده، آسیب&shy;شناسی ارزیابی فناوری سلامت در ایران در 5 محور تعریف فناوری، معیارهای ارزیابی فناوری، تربیت نیروی انسانی مورد نیاز، نقش نظام بیمه در ارزیابی فناوری و در نهایت نقش فناوری‌های نوین انجام پذیرفت. </span></span></span></span></span></span></span></span><br> <b><span dir="RTL" lang="AR-SA" style="font-size:12.0pt"><span new="" roman="" style="font-family:" times="">نتیجه‌گیری: </span></span></b><span dir="RTL" lang="AR-SA" style="font-size:12.0pt"><span new="" roman="" style="font-family:" times="">آنچه از نتایج حاصل از این ارزیابی مشخص شد، ضرورت بازنگری اساسی در الگوی ارزیابی فناوری کشور و ساختار تصمیم‌گیری درخصوص ورود فناوری به عرصه سلامت به‌ویژه با توجه به در پیش بودن امواج جدید فناوری در بخش سلامت را مطرح می‌کند که تا کمتر از 10 ساله آینده الگوی کنونی سیاست‌گذاری و ارزیابی فناوری را برای کشوری نظیر ایران به شدت با چالش مواجه می‌سازد.</span></span></div> <div style="text-align: justify;"><span style="font-size:12pt"><span style="text-justify:kashida"><span style="text-kashida:0%"><span style="line-height:12.0pt"><span new="" roman="" style="font-family:" times=""><b><span style="font-size:10.0pt">Background:</span></b><span style="font-size:10.0pt"> According to economics classic assumptions, entrance of technology in health, can transit curve of a country&#39;s production facilities by reducing costs and increasing productivity, but from one time, development of technology which is used in the field of health, despite its increase share of health in GDP, will not have a significant effect on promoting social welfare and cheap and easy access to health services. So, the permanent question is where is the limit and border for technology entrance in the health sector for improving indicators? The answer of this question has made an issue named health technology assessment as a main point in health policy, which has an important role for promoting of country&#39;s health system&#39;s resilience and its level. Health technology assessment in Iran always related to policies of Ministry of Health and Medical Education.
