fa رفع گسست میان اکوسیستم و حکمرانی پژوهش سلامت تخصصي Special خلاصه‌سياستي Policy brief <div style="text-align: justify;"><span style="font-size:8pt"><span style="line-height:18pt"><span style="direction:rtl"><span style="unicode-bidi:embed"><span style="font-family:&quot;Times New Roman&quot;,serif"><span style="letter-spacing:-0.15pt"><span lang="FA" style="font-size:11.0pt"><span style="font-family:&quot;B Nazanin&quot;">نظام پژوهش سلامت ایران، اگرچه از ساختارهای رسمی، ظرفیت‌های علمی و زیرساخت‌های قابل‌توجهی برخوردار است، در عمل در قالب اکوسیستمی پویا و چندبازیگری فعالیت می‌کند. شکاف میان منطق متمرکز و اداری حکمرانی پژوهش و پویایی این اکوسیستم، موجب شده ظرفیت‌های تولید دانش به‌طور نظام‌مند به نیازهای سیاستی و اجرایی نظام سلامت متصل نشود و مسیر تبدیل پژوهش به سیاست و عمل همچنان با گسست و ناکارآمدی همراه باشد. این خلاصه سیاستی استدلال می‌کند مسئله اصلی، تنها کمبود منابع یا بازیگران نیست؛ بلکه ضعف در طراحی قواعد تعامل، مشوق‌ها، جریان اطلاعات، تخصیص منابع و سازوکارهای پاسخگویی است، به‌گونه‌ای که میان اولویت‌های ملی، سرمایه‌گذاری پژوهشی، تولید دانش و کاربرد آن پیوند مؤثری شکل نگرفته است. برای اصلاح این وضعیت، پنج راهکار مکمل پیشنهاد می‌شود. اجرای هماهنگ این اصلاحات می‌تواند حکمرانی پژوهش سلامت را از مدیریت و کنترل پراکنده فعالیت‌های پژوهشی به سمت هدایت راهبردی یک اکوسیستم هماهنگ، شبکه‌ای، مسئله‌محور و اثرگذار سوق دهد به‌گونه‌ای که منابع، ظرفیت‌های علمی و نیازهای سیاستی و اجرایی در یک چرخه یادگیرنده و پاسخگو به یکدیگر متصل شوند.</span></span></span></span></span></span></span></span></div> <div style="text-align: justify;"><span style="font-size:12pt"><span style="line-height:12.0pt"><span style="font-family:&quot;Times New Roman&quot;,serif"><span style="font-size:10.0pt">Although Iran&rsquo;s health research system possesses formal structures, scientific capacities, and considerable infrastructure, it operates in practice as a dynamic, multi-actor ecosystem. The gap between the centralized and bureaucratic logic of research governance and the dynamism of this ecosystem has meant that knowledge-production capacities are not systematically connected to the policy and implementation needs of the health system, and the pathway from research to policy and practice remains characterized by fragmentation and inefficiency. This policy brief argues that the main problem is not merely a lack of resources or actors; rather, it lies in the weak design of interaction rules, incentives, information flows, resource allocation, and accountability mechanisms, such that an effective linkage has not been established among national priorities, research investment, knowledge production, and its application. To remedy this situation, five complementary strategies are proposed.
