fa درس‌های مدیریتی در جریان ابلاغ سیاست‌های کلی پیشگیری و کاهش خطرات ناشی از سوانح طبیعی و حوادث غیر‌مترقبه Managerial Lessons from the Implementation of General Policies on Prevention and Risk Reduction of Natural Disasters and Unexpected Incidents تخصصي Special اصيل Original Article <div style="text-align: justify;">زمینه و هدف: مدیریت بحران، به عنوان ضرورتی انکارناپذیر در حفظ جان، مال و سرمایه‌های ملی، نیازمند پشتوانه‌ای مستحکم از قوانین و مقررات کارآمد است. ایران، به‌عنوان یکی از کشورهای حادثه‌خیز جهان، طی سال‌های گذشته قوانین متعددی در حوزه مدیریت بحران تصویب کرده است که از مهم‌ترین آن‌ها، سیاست‌های کلی پیشگیری و کاهش خطرات ناشی از سوانح طبیعی و حوادث غیرمترقبه به‌شمار می‌رود. روش: این پژوهش با رویکردی مروری، به تحلیل تفاوت‌های میان مصوبه مجمع تشخیص مصلحت نظام و ابلاغیه مقام معظم رهبری در حوزه مدیریت بحران می‌پردازد و درس‌های مدیریتی حاصل از این تفاوت‌ها را در سه حوزه ساختار و آمادگی عملیاتی، اطلاع‌رسانی و برنامه‌ریزی استراتژیک استخراج می‌کند. یافته‌ها: درس آموخته‌های مدیریتی را می‌توان در سه حوزه اصلی «ساختار و آمادگی»، «عملیات و اطلاع‌رسانی» و «برنامه‌ریزی استراتژیک» طبقه‌بندی کرد. نتیجه‌گیری: نتایج نشان می‌دهد که این سیاست‌ها بیانگر ‌گذار از مدیریت واکنشی به سوی حکمرانی تاب‌آور و مدیریت چرخه کامل بحران هستند.</div> <div style="text-align: justify;">Background: Crisis management, as an undeniable necessity for safeguarding lives, property, and national assets, requires a robust legal and regulatory framework. Iran, being one of the most disaster-prone countries in the world, has enacted a range of crisis management laws, among which the General Policies on the Prevention and Reduction of Risks Arising from Natural Disasters and Unexpected Incidents stand out as particularly significant. Method: Adopting a review-based approach, this study analyzes the differences between the resolution of the Expediency Discernment Council and the directive issued by the Supreme Leader. It further identifies and synthesizes managerial lessons derived from these differences across three key domains: structure and preparedness, operations and communication, and strategic planning. Results: The managerial insights obtained can be categorized into three principal areas: structure and preparedness, operations and communication, and strategic planning.
